Resettlement Action Plan
Delta State Commissioner for Environment/Chairman, Steering Committee of Delta State NEWMAP, Chief Chris. Onogba, representing the Governor of Delta State, Senator Dr. Ifeanyi Okowa; State Project Coordinator, Mr. Isaac Ufiofio and the representative of the National Project Coordinator of NEWMAP/National Social Livelihood Specialist, Mrs. Ruth Mtshelia, during the implementation of Resettlement Action Plan (RAP) packages (presentation of cheques) to Project Affected Persons (PAPs) in Midoma/Iwerebor-Owanta Gully Erosion Control Project.
The RAP Implementation was done in line with its requirements as stated in the RAP reports, NEWMAP Project Implementation Manual and the customs and traditions of Land tenure system of communities.
The Implementation started with a Pre – evaluation/inspection field work by the Delta NEWMAP SPMU. This was immediately followed by the formation of the RAP Implementing Committee (RIC). A series of community sensitizations were carried out, after which a detailed verification/revalidation and ground trothing was done. The climax of the process was Payment – the presentation of Cheques.
The institutions that were involved in this Resettlement exercise were; Delta State NEWMAP PMU; Ministry of Environment; Ministry of Land and Survey; Ministry of Justice; RAP Implementation Committee; Focal NGO; Community Association, Site Committee and Grievance Redress Committee; and Projects Affected Persons (PAPs)
The DTS NEWMAP PMU oversaw the overall coordination of the implementation exercise spearheaded by the Social Livelihood Officers who reported the day-to-day activities to the Project Coordinator. The RIC were responsible for organizing the RAP Implementation. The Ministries of Justices, Land & Survey and Environment gave technical backup to DTS NEWMAP. The Focal NGO ensured community participation and coordinated the GRM.
The Delta State NEWMAP also engaged in a series of awareness and sensitization campaign to Communities even before the commencement of RAP implementations.
The Delta State PMU organized a 2-Day Intensive Training Programmes on RAP in all the three Communities where RAP was implemented. Participants for the training were drawn from DTS – NEWMAP SPMU, Technical support team led by the FPMU Social/Livelihood Specialists, Focal NGO, and community stakeholders (PAPS, CA, SC, GRM).
The Verification, ground trothing and validation exercise were conducted to ascertain the actual PAPs. During the exercise, it was discovered that there were some properties that would not be affected but were captured in the report.
Documentation was done, followed by payment via presentation of Cheques to the PAPs.
